Norfolk Island is a small island which could easily become overpopulated, so the size of the population is tightly controlled by the Immigration Act 1985.
If you are an New Zealander or Australian Citizen, you will need a current passport to enter Norfolk Island.
If you have any other Passport
You will need to have a current Passport and Australian Visas when travelling to Norfolk IslandJust Visiting
If you want to visit for a holiday and for less than than thirty days,
you will be automatically granted a visitor's permit provided you have a current Passport (which must be valid for at least three months) and Australian entry visas.
There are no fees for a 30 day Visitors Permit but fees apply for other Immigration permits
Working Here
There are strict rules about how long you can stay as a visitor or stay for temporary work. Normally a work permit can be granted for 12 months.

If you wish to come to Norfolk Island to work, you will need to apply for a
Temporary Entry Permit. (T.E.P)
Staying Longer
For more permanent status, you may need to apply
for a General Entry Permit. (GEP)
If you are granted a General Entry Permit, it will be conditional and will
normally be valid for up to five and a half years before you can apply for
Permanent Residency.
Note: The number of GEP's granted annually is controlled by a quota.
Important Note
Purchasing property on Norfolk Island does not give you any right to live here or to stay on past your permitted time.
If you do purchase (or own) a Norfolk Island property and don't live here, you will be levied by the Absentee Landowners Act.
